Streamlining the FSAM/Regional Organization

1. The FSAM Delegates’ Assembly (DA), consisting of 30 to 40 delegates at most, will replace the Swiss Conference of Presidents as the supreme governing body of the FSAM. Delegates are elected at the Regional Conferences of Presidents.

2. The FSAM Executive Committee, consisting of no more than seven members (and roughly corresponding to the current Executive Committee commission), will take over the operational management of the Federation from the current Grand Committee.

3. The FSAM Conference of Presidents (CP), composed of the regional presidents and the FAKO presidents, meets once in late fall.

a) It is responsible in particular for planning functions, such as:

• approval of the association’s strategy;
• key aspects of the association’s activities;
• preparing the budget for submission to the General Assembly;
• preparing elections (Executive Committee and FAKO presidents) for the General Assembly.

b) The president of the FSAM chairs the Conference.

The Central Secretariat of the AéCS provides administrative support to the Executive Committee.

c) The CP is authorized to submit motions to the FSAM General Assembly.

Upon the filing of the motion, the (current) 2013 Conference of Presidents shall elect a working group that, no later than the 2014 Conference of Presidents, shall propose amendments to the Conference’s bylaws corresponding to items 1 through 3.

This proposal was clearly approved by a vote of 35 to 26.
